A decade after the "Rav Kav" bus pass began operating in the rest of Israel, it finally reached East Jerusalem. The manner of its use, however, is far from meeting the local population's needs: instead of receiving "smart" bus passes that allow transfer from line to line and different types of public transportation at discounted rates (as the bus passes do in the rest of the country), the residents of East Jerusalem have been provided with pilot cards for an unknown amount of time that do not provide the discounts or transferring among bus lines or the light-rail.
On 12.2.2019, Attorney Tal Hassin of ACRI reached out the head of the National Transportation Authority about the Rav Kav and requested that the pilot passes in East Jerusalem be replaced with regular Rav Kav passes.
